Perhaps an easier target than going to the moon, is to create the Lunar Space Station. The Energia Launch Vehicle can be used to launch 30 Tonne modules to Lunar orbit.
Soyuz-Zond L1 could be resurrected and perhaps the Russians could sell time on the LSS. A good way for them to make extra cash!
I'm sure if the price was right, NASA would be interested!
As far as I know, Nasa has no plans for a LSS - Lunar Space Station.
